Practitioners should note that a non-parole period of 4 years 6 months for supply of nearly 25 times the large commercial quantity of methylamphetamine (against a 15-year SNPP) will be held manifestly inadequate even where the offender is characterised as a courier with strong subjective circumstances; the Court also confirmed that Crown concessions on concurrency at first instance do not automatically attract the residual discretion to dismiss a Crown appeal where sentences are egregiously disproportionate.
